Firstly, there are too many apps with similar behavior. Secondly, to use WhatsApp Sticker apps, you’ll need to install WhatsApp. According to Apple, an app should not require another app to function. Lastly, all these apps have the same design. As Apple doesn’t want a lot of apps to do the same thing, it won’t approve any other submissions as well.

Telegram, the sticker feature is available on the same platform, and there is no need to install another app, just to get stickers support. WhatsApp should have integrated such feature. On Android, the Play Store is currently flooded with a ton of sticker apps.
